European VAT Return Filing by Country

Each EU member state runs its own VAT return, usually monthly or quarterly, using rates between about 17% and 27%. Cross-border B2B sales often use reverse charge and are reported on an EC Sales List.

FAQ

EU VAT Return Filing: common questions

No. Each member state keeps its own return, though OSS simplifies some B2C cross-border sales.

The customer accounts for VAT instead of the supplier, common for B2B cross-border services and certain domestic supplies.

Not necessarily. OSS and reverse charge reduce the need, but local goods, warehouses or installations can require registration.

In depth

A practical guide for Europe businesses

Registering for VAT in each member state

A business established in a member state registers there for VAT, and may need further registrations where it holds stock, supplies goods that are installed or assembled, or exceeds a local threshold for sales to consumers. Non-EU businesses without an establishment are usually required to register in each country where they make taxable supplies and may need a fiscal representative, depending on the country and the home state's treaty status.

Registration timing is strict. In many countries VAT registration is required from the first taxable supply, and late registration can result in assessments of VAT that was never charged to customers.

Periodic returns, recapitulative statements and Intrastat

Most member states require monthly or quarterly VAT returns, with due dates ranging from the 10th to the end of the month after the period. Small businesses may file annually in some countries. Businesses that make intra-EU supplies of goods or services to VAT-registered customers also file an EC Sales List or recapitulative statement, and above a threshold, an Intrastat declaration for goods movements.

We prepare each return from the Zoho Books tax reports, reconcile every box to the ledger, and keep a file showing the validation of customer VAT numbers, transport evidence and any exemption documents.

  • Check VAT ID validity in VIES at the time of supply and archive the result
  • Keep proof of transport for intra-EU zero-rated goods supplies
  • Apply the reverse charge for services bought from other member states
  • Review local rules on deductibility, which vary for cars, entertainment and mixed-use costs

Refunds and the cost of getting it wrong

Businesses with VAT paid in a country where they are not registered can reclaim it through the electronic refund procedure, generally filed within nine months after the end of the calendar year. Refund claims need the original invoices and a clear business purpose.

Penalties for late returns, incorrect returns or missing statements differ by country, and in some countries are fixed per return and in others a percentage of the tax. We calendar each return and request extensions where the local law permits.
